Allegheny County Council voted 9-4 Tuesday night to sue the county executive and the Fifth Judicial District Court of Common Pleas over the contract to reopen Shuman Juvenile Detention Center.
The five-year $74 million contract with Latrobe-based Adelphoi would reopen Shuman by the end of the year.
Some council members say issues involving the use of county property must come before council for a vote.
The suit will ask for a judgment over the use of the Shuman Center property.
