Local police would be able to use radar to enforce speed limits under a bill that passed the state Senate 49-1 Tuesday.
Pennsylvania has long limited the use of radar to state police and repeated efforts to change that have failed.
Some civic leaders and police chiefs feel handicapped trying to stop speeders who raise the risk of an accident in residential zones.
The bill says no municipality could get more than 10 percent of its annual budget from speeding fines, must first adopt an ordinance authorizing radar, and certify officers to use the equipment.
Radar enforcement warning signs must be posted on main arteries entering a jurisdiction and, for the first 90 days, only warnings could be issued.
The bill now goes the the state House.
