Dept. of Education's Office of Civil Rights investigating two additional discrimination allegations against Carroll ISD

The Department of Education's Office of Civil Rights is investigating two additional allegations of discrimination against the Carroll ISD in Southlake.

"The complaints allege violations of race, sex and disability discrimination," the department said in a statement to KRLD news.

The allegations are in addition to the three that the department started probing against the school district back in November.

Those investigations involve "allegations related to discrimination based on race, color, national origin, or sex," according to the DOE.

The NAACP Legal Defense and Educational Fund filed an administrative complaint against the district with the DOE, in support of the probe into those allegations.

The new allegations are the latest in a string of incidents that has thrust the Carroll ISD into the national spotlight.

In 2019, a video showing teens using the "N" word started circulating on social media.

That led to the Carroll ISD Board of Trustees adopting a Cultural Competence Action Plan.

However, a group of parents pushed back on that; and when three conservatives were elected to the school board, their new majority killed the action plan.

Last year, an administrator was recorded reminding teachers to present both sides of hot-button issues to comply with a new state law, using an example of presenting both sides to the Holocaust, in which six million Jews were killed by the Nazis.

Those comments drew an apology from Superintendent Lane Ledbetter.

Earlier this year, KRLD learned that the Board of Trustees added a clause in teachers' annual employment contracts that they would not speak out against the district to the media.

The Texas State Teachers Association says aside from the clause being too vague, it likely violates the First Amendment, since like all other public school districts, the Carroll ISD is an arm of the government.
