City Council demands answers from judges after suspect on bond stabs woman in carjacking

New Orleans City Council members are demanding answers from Orleans Criminal Court judges after Bryan Andry, who was out on bond for an unrelated charge, allegedly stabs and kills Portia Pollack in a carjacking outside her 7th Ward home last week.

City council member Jay Banks, who is also the Chairman of the City Council Criminal Justice Committee, penned a letter to judges Karen Herman, Angel Harris, and Judicial Administrator Rob Kazik, demanding they answer questions regarding the court’s electronic monitoring program.

“I respectfully ask that we have a dialogue that clarifies the procedures that determine who and how individuals are deemed eligible for electronic monitoring,” said Councilmember Banks in the letter.

This is a list of topics the City Council also want answered:

Are all offenses eligible for electronic monitoring?
Who makes the recommendation that monitoring be used?
Who is responsible for monitoring?
Who is responsible for vetting violations?
Who is notified if there is a violation?
What is the time frame for notification of a violation?
Who is responsible to pick up the offender if a violation has occurred?
What happens to the offender if a violation occurs?
