Dallas voters will decide in November whether to approve more than $900 million in public safety bond propositions after the City Council called the election Wednesday.

The three-proposition package focuses on police and fire facilities, training centers, and the Dallas Police and Fire Pension System. According to KERA News, Proposition A would authorize $443 million in general obligation bonds for public safety facilities, with an estimated total repayment exceeding $629 million. Proposition B covers $17 million for city fleet maintenance facilities. Proposition C would issue $500 million in pension obligation bonds for the police and fire pension system, with estimated repayment of more than $1 billion.

Projects under the facility propositions include funding gaps for a Law Enforcement Training Center at UNT Dallas ($82 million), a Public Safety Training Complex at Dallas Executive Airport ($149 million), a new or upgraded Emergency Operations Center and 911 facilities ($40 million), a Dallas Police Department property room and evidence storage facility ($150 million), replacement of Fire Station No. 4, and a fleet maintenance facility.

The City Council approved calling the Nov. 3 bond election on Wednesday. Attempts by some council members to separate certain items or add funding for City Hall deferred maintenance were rejected during the meeting. The last major city bond election occurred in May 2024 and totaled $1.25 billion across multiple propositions.

Pension obligation bonds are taxable instruments used to address unfunded pension liabilities. City officials have discussed them as a way to manage ongoing contributions to the police and fire system amid budget pressures.

Voters will consider the propositions as part of the November general election ballot. The measures require majority approval to pass.
