New details emerge in NOPD officer-involved shooting

The two men who, according to New Orleans police, were involved in a Thursday Mid-City homicide have formally been booked in connection with the case. However, neither is facing a murder charge just yet.

An NOPD spokesperson identified the two suspects as Desmond Henry, 30, and Jessie Carter, 31. Henry. Both are facing charges of resisting arrest, illegal possession of stolen things, illegal possession of a gun, and felon in possession of firearms. Police have not yet booked them on charges related to the shooting on Ulloa Street that left a woman dead and a man in the hospital.


According to the NOPD spokesperson, officers spotted Henry and Carter on Painters Street at Allen Toussaint Boulevard in the white SUV stolen from the scene of the homicide. The pair allegedly ran away when officers tried to conduct a suspicious persons stop. During the chase, an officer shot Henry in the leg. Henry and an officer, who suffered a knee injury, were taken to an area hospital. Both men’s conditions are listed as stable.

The NOPD’s Public Integrity Bureau, the federal consent decree monitoring team, and the Independent Police Monitor are all investigating the officer-involved shooting. That investigation, the spokesperson said, includes reviewing the body camera video from the officer who fired the shot that hit Henry.
